My former administrator has our computers go into the "Computer is in use
and has been locked" mode after 15 minutes.  I want the new administrator to
increase that time.  Where in the Control Panel is that handled?  If not in
the Control Panel, where in the registry?

You are talking about the Screen Saver. By far the best way
to deal with such issues is to click Start / Help, click the Search
tab and look for help on "Screen Saver". There is a lot of help
in Help!

The screen saver is unchangeable at 15 minutes.  This also happens  when I
disable the screen saver.

In that case you are probably running in a domain and
the screen saver properties have been locked in the
domain.  I've never been a domain administrator so
someone who has will have to answer your question.

Is this the case on all computers under your control? Are you running on a
windows domain?

I suspect heat is the culprit.  Open the case and check all the fans.
If these are working okay, use a table fan on the open case.   If
using the table fan results in no lock ups, you have a heat issue and
need additional airflow in your PC.
