unable to establish file association

When I go to the File Types tab in Folder Options on the Control Panel, "New"
is grayed out.  How do I establish a missing file association?  Specifically,
I need to associate the TIF extension to a program.

You must be logged on as local administrator. Check the value of
'NoFileAssociate'

I thought I was logged on as local administrator.  How can I tell which
credentials are considered the local administrator on this box?
