I have been evaluating InstallAware.  www.installaware.com
It does supports .NET 2.0 and also SQL 2005 Express.  Easy to use but
you need to know what files (other than the pre-requisites) to include.
A typical Windows .Net form install package will be around 14Mb and
that include the .NET 2.0 framework.
