How do one delete index.dat?

It's said on many pages that you cannot delete the index.dat files on the
computer manually in Windows XP and that you shoudl then buy and use
programs that they also provide liks too... how ever.. since these programs
you can download can preform this task of either deleting or altering the
contents of it. then I figure I should be able to do this thru VB.NET too..

How do one force a delete on a file even though it's in use by other
programs?

yes,,, a link would be nice... but on the other hand. as I mention in the
question, finding programs to do this is not the hard part... and I'm more
interessed in how to do this programatically than to actually keep my IE
history a secret....
