SharpZipLib & Blocked File

I posted a question earlier about zip file not being able to be opened in
Windows Explorer when the zip file was created with SharpZipLib.  It turns
out I can't unzip or open the file because it is blocked.  I get a Windows
Security Warning: Windows has blocked access to these files to help protect
your computer.

If I create a zip file in Windows Explorer I get complete access to it.

I have recently been setting up a new Win2k3 server and playing with
Policies but I don't have a clue how that could have caused this problem
since I haven't turned on any special security.

Anyone have any thoughts?

Do you want VB.NET code or C#? The reason why I ask is because you are

This is a new question, not a repost.  The question is why when I create a
zip file using this library is it being blocked by windows xp sp2.

I do not care which languages the answer is in, this is why I cross posted.
If I only wanted a VB answer, I would have posted only in the VB group.

Same thread for the same question?  What are you talking about?  He
cross-posted legitimately and you down him for that?  He did not multi-post
like some do, he cross-posted where the answers that are given to one are
shown in the others as well.   What is wrong with what he did?
