Is there a procedure  to add Icons from clip art or other internet downloads
to "shell32.dll" so they may bused for desk top Icons?

Or is there another way to use downloaded pics  to use as desk top icons?

No (there are ways to do that, but I would not recommend them).

If you create a desktop shortcut, you can select any icon in the shortcut
properties.

This would cause a change (recompile) of a protected file - windows will
not allow it.
And when you succeed in doing this, it will be replaced with the
original as soon as someone runs sfc, installs a security patch
containing a patched shell32.dll, or installs the next service pack.

Don't try to mess with files you didn't build yourself.
(We already have virusmakers for this ...)
