The closest I've seen is: http://blogs.msdn.com/jensenh/archive/2006/11/21/licensing-the-2007-microsoft-office-user-interface.aspx Which allows you to license the "intellectual property rights in the UI". However!! it does not allow you to license the code! A number of control vendors offer commercial versions of the Ribbon that you can purchase. A number of these I understand have signed the license.
