Desktop Icon Layout

I am looking for vb script, registery edit or anything.... to accomplish
these;

- Arrange my desktop icons to the way I want it.
1) Lock dektop layout.
2) disable for re-arrange the icons (drag and drop..etc.)
3) disable delete, edit... to the icons.

There are shareware apps available for this, suggest you google, or search
any one of the many shareware sites.
