system error 1224

trying to load nero6.6 in win 2k and get the following message: error
occurred during the copy process file msxml3r.dll error 1224 user mapped
section open
dont know what to do to fix this
tried rebooting, downloading new version of nero, checking for spyware with
ad aware and spybot and check for viruses using mcafee9
any suggestions?

The install is probably trying to overwrite a file in use. Try again from a
safe mode boot or get in touch with the application developer.
